Sur la stratégie d’Israël… et où peut-elle conduire.

Voici, en intégralité, le texte adopté par la Knesset, le Parlement israélien, le 23 juillet 2025 :

« La Judée, la Samarie et la vallée du Jourdain font partie intégrante d’Eretz Israël, la patrie historique, culturelle et spirituelle du peuple juif. Des centaines et des milliers d’années avant la création de l’État, les ancêtres et les prophètes de la nation ont vécu et agi dans ces régions, où ont été jetées les bases de la culture et de la foi juives. Des villes telles que Hébron, Sichem, Shilo et Beit El ne sont pas seulement des sites historiques, elles sont l’expression vivante de la continuité de l’existence juive sur cette terre.

« La souveraineté en Eretz Israël est une partie indissociable de la réalisation du sionisme et de la vision nationale du peuple juif qui est retourné dans sa patrie. Le massacre de Shemini Atzeret, le 7 octobre 2023, a prouvé que la création d’un État palestinien représente un danger existentiel pour Israël, ses citoyens et toute la région.

« La Knesset, dans sa résolution du 18 juillet 2024, a décidé qu’elle s’opposait à la création d’un État palestinien à l’ouest du Jourdain, et que la création d’un tel État constituerait un danger existentiel pour l’État d’Israël et ses citoyens, perpétuerait le conflit israélo-palestinien et déstabiliserait la région. En faisant [cette déclaration], la Knesset a retiré l’idée d’un État palestinien de l’ordre du jour.

« La Knesset estime que l’État d’Israël a un droit naturel, historique et légal sur tous les territoires d’Eretz Israël, la patrie historique du peuple juif. La Knesset appelle le gouvernement israélien à prendre dès que possible des mesures pour appliquer la souveraineté – la loi, la juridiction et l’administration israéliennes – à toutes les zones de peuplement juif, sous toutes leurs formes, en Judée, en Samarie et dans la vallée du Jourdain.

Cette mesure renforcera l’État d’Israël et sa sécurité, et empêchera toute remise en cause du droit fondamental du peuple juif à la paix et à la sécurité dans sa patrie. Au nom de la nation hébraïque siégeant à Sion, nous appelons nos amis du monde entier à se rallier au retour à Sion et à la vision des prophètes, et à soutenir l’État d’Israël dans son droit naturel, historique et légal à Eretz Israël et à l’application de sa souveraineté. » (¹)

Cette déclaration appelant à « l’application de la souveraineté sur la Judée-Samarie et la Vallée du Jourdain » a été adoptée par une très large majorité de droite et d’extrême droite (71 pour et 13 contre). Les partis considérés comme d’opposition (Yesh Adid et Blue et White qualifiés de partis centristes) n’ont pas participé au vote. La gauche (Ra’am et Hadash dont le PCI) ont voté contre. Le député du Hadash Ofer Cassif a notamment déclaré : « le gouvernement génocidaire a présenté une motion à l’ordre du jour : l’annexion de la Cisjordanie. Ma réponse est la fin de l’occupation, l’arrêt des effusions de sang et la reconnaissance de la Palestine !.. » Notons au passage que ce député, en séance plénière du Parlement, et de forte manière, accuse pertinemment le gouvernement de Benyamin Netanyahou de génocide …

Ce texte adopté par la Knesset est censé n’avoir aucune conséquence législative ou « opérationnelle » (politiquement concrète) puisqu’il s’agit d’une déclaration ou motion ne pouvant en rien modifier le statut juridique du territoire palestinien occupé. On ne peut cependant en sous-estimer l’importance, d’autant qu’il succède à un autre texte de semblable visée, adopté en juillet 2024, qui rejetait « fermement » la création d’un État palestinien entre le Jourdain et la Méditerranée, y compris dans le cadre d’un éventuel accord de paix.

Évidemment, la volonté israélienne de refuser et d’empêcher la création d’un État palestinien ne date pas d’aujourd’hui. Elle a accompagné des décennies de colonisation et d’occupation militaire, de mépris du droit international et des résolutions de l’ONU, de mise en échec de toutes les tentatives de solution négociée… Il est cependant manifeste que le gouvernement Netanyahou a saisi ce que certains désignent aujourd’hui comme une « fenêtre d’opportunité » pour imposer, comme s’il s’agissait d’une réalité politique maintenant acquise, les paramètres de l’annexion de la Cisjordanie, de la (re)colonisation de Gaza, de l’expulsion des Palestiniens de Gaza dans un nettoyage ethnique dûment préparé sous une pression militaire rarement égalée. Tout cela dans le contexte d’une violence armée totalement désinhibée, et d’une violence d’action criminelle des colons en Cisjordanie, sous le regard bienveillant des soldats israéliens… La violence israélienne a d’ailleurs atteint un tel niveau d’intensité que la Cour Internationale de Justice (CIJ) a souligné la plausibilité d’un génocide. Tandis que la Cour Pénale Internationale (CPI) a lancé des mandats d’arrêt en particulier contre Benyamin Netanyahou pour crimes de guerre et crimes contre l’humanité. Il n’existe pas de charges plus lourdes que celles-ci pour la justice internationale.

Le massacre du 7 octobre 2023 perpétré par le Hamas, dans son extrême ampleur (près de 1200 personnes assassinées, dont une majorité de civils, ce qui en fait une hécatombe terroriste) a été utilisé de façon spécifique par les autorités israéliennes. Celles-ci, dès les lendemains du 7 octobre, ont en effet annoncé… ce qui allait suivre : plusieurs des plus hauts dirigeants de l’État ont affirmé la volonté israélienne de « changer la réalité » (²)… Cette formule d’apparence anodine avait une signification particulière. Il ne s’agissait pas (seulement) de pourchasser le Hamas et ses responsables, mais de saisir le contexte de ce 7 octobre pour renverser stratégiquement toute la table, transformer par la force la plus brutale le traitement des Palestiniens et le « règlement » de la question de Palestine, et changer les rapports de forces régionaux, ce qui, pour l’essentiel, a été militairement réalisé. Nous ne reviendrons pas sur ce dernier aspect qui mériterait d’amples explications.

Il a été souvent reproché à Netanyahou de ne pas avoir de politique pour une « sortie de crise ». Mais la stratégie du Premier ministre israélien, c’est précisément de ne pas chercher une solution politique. L’objectif n’est pas celui d’une issue politique. Il est justement celui d’imposer la fin d’une telle perspective, la fin du droit, la mort de l’idée d’une souveraineté palestinienne, l’écrasement physique et politique de la nation palestinienne afin de conquérir toute la terre de Palestine par la force, dans le nettoyage ethnique, et dans un processus génocidaire aujourd’hui clairement identifiable. Et d’autant plus identifiable que la famine est intentionnellement utilisée comme une arme de destruction majeure contre les Palestiniens. Tout cela est clairement dit dans cette déclaration de la Knesset du 23 juillet 2025, comme dans d’autres déclarations officielles. Ce fut aussi rappelé par des experts et des rapporteurs spéciaux des Nations Unies. Pas seulement par la remarquable Francesca Albanese, chargée, pour l’ONU, des droits humains en Palestine.

Netanyahou lui-même s’est explicitement exprimé dans ce sens à plusieurs reprises. A l’occasion de la journée dite du souvenir des soldats tombés au combat (29 avril 2025), il a ouvertement affirmé que « l’expulsion forcée des Palestiniens de Gaza est inévitable ». Il déclara dans la même période, devant la Commission des Affaires étrangères de la Knesset, que les forces israéliennes « détruisent de plus en plus de maisons » et que « la seule issue inévitable sera le souhait des Gazaouis d’émigrer de la Bande de Gaza » (³).

Naturellement, la déclaration de la Knesset est totalement contraire au droit international et aux résolutions des Nations Unies, notamment les plus historiquement pertinentes : la 242 (1967), la 338 (1973), mais aussi la 2334 (2016)… Israël impose sa stratégie par la force contre les Palestiniens, et contre tout ce que le droit a pu construire pour affirmer la légitimité des aspirations nationales et des droits du peuple palestinien. Cette déclaration de la Knesset n’est donc pas seulement une escalade dangereuse (une de plus) pour les Palestiniens et pour le Moyen-Orient. C’est l’imposition d’un fait accompli : le vol de la terre palestinienne par la force militaire, et le massacre des Palestiniens : près de 60 000 morts et en majorité des civils, des femmes et des enfants…assassinés par cette armée dite « la plus morale du monde », selon cette vieille formule totalement mythique et stupide.

L’hubris israélien atteint des sommets dans la criminalité et l’ignominie. On aura jamais accédé, dans l’histoire récente, à un tel degré de sauvagerie. Ce qui se déroule sous nos yeux est une page d’inhumanité inédite et de portée historique. Inédite et historique comme l’est aussi la déshonorante démission des principales puissances et des pays du monde occidental : les États-Unis, la France, l’Allemagne… et y compris l’Union européenne. Il vaut donc la peine de nommer les 6 pays européens ayant choisi de dénoncer la politique israélienne et de reconnaître l’État de Palestine : Espagne, Irlande, Islande, Luxembourg (⁴), Norvège et Slovénie. Sur les 50 pays d’Europe, dont 27 de l’Union européenne, c’est peu… mais cela signale pourtant un affaiblissement du soutien aveugle à Israël. Ce que confirme l’organisation, notamment en Europe, de nombreuses manifestations populaires qui traduisent des opinions publiques bouleversées et politiquement mobilisées par tant de crimes, tant cynisme et d’irresponsabilité.

Certes, la France s’apprête à reconnaître l’État palestinien. Le Président Macron l’a officiellement annoncé. On voit mal comment il pourrait, encore une fois, surseoir ou abandonner, tellement l’émotion et l’indignation atteignent elles aussi des sommets devant la dimension de l’inacceptable moral et politique. Cette reconnaissance est une chose utile. Elle peut avoir un certain poids politique, en particulier en Europe. Mais on restera bien loin du compte. Ce qui domine, en effet, c’est une stratégie israélienne mise en œuvre dans l’impunité totale, sans limite dans la force et la violence, sans respect d’une éthique à minima. Les dirigeants israéliens ne rencontrent aujourd’hui aucune opposition suffisante qui puisse les arrêter. Rien ne semble pouvoir freiner Israël dans cette tragédie voulue et planifiée, sinon la résilience épuisée, mais déterminée du peuple palestinien.

La motion de la Knesset révèle cependant une réalité plus contradictoire. Elle a suscité une très ferme réaction de 10 pays du monde arabe et d’Afrique, et y compris celle de la Ligue arabe (22 États), et celle de l’Organisation de la Coopération Islamique (OCI). L’OCI, notons-le, représente environ la moitié du continent africain, l’ensemble du Moyen-Orient et l’Asie centrale. Ces pays et organisations ont en effet publié une déclaration de condamnation très nette, et réaffirmé leur attachement à la solution à deux États fondée sur la légitimité internationale et l’initiative de paix arabe. Et puis, ce que montre cette réaction, c’est un engagement de l’Égypte, de la Jordanie, des Émirats Arabes Unis et du Bahrein. C’est à dire l’engagement de 4 États ayant des relations diplomatiques avec Tel Aviv, dont 2 signataires d’un accord dit d’Abraham, avec Israël. Benyamin Netanyahou devrait donc y regarder à deux fois avant d’aller plus loin s’il en reste à sa volonté, jusqu’ici explicite, d’établir des relations apaisées voire institutionnalisées et diplomatiques avec le monde arabe et au-delà. Remarquons, parmi les pays ayant signé la déclaration de condamnation, la République d’Indonésie (premier pays musulman par sa population : 285 millions d’habitants), et le Nigeria (pays d’Afrique le plus peuplé : 216 millions d’habitants). Ce n’est pas rien. Enfin notons la signature de la Turquie dont la réaction, dans sa tonalité, pourrait être considérée comme une menace à peine voilée. Le monde actuel est donc un peu plus compliqué qu’il n’y paraît au premier abord. Même pour Israël.

Il reste que l’on ne fait jamais monter la violence impunément, sans tenir compte des conséquences possibles. On se demande d’ailleurs jusqu’où l’irresponsabilité criminelle du gouvernement Netanyahou pourra conduire Israël.

De la même manière, on utilise jamais la force impunément, sans tenir compte des effets possibles et des impasses où elle peut conduire. D’ailleurs, se pose aujourd’hui clairement la question d’une réponse reposant précisément sur l’usage de la force. La nécessité d’imposer à Israël des sanctions générales (c’est à dire dans tous les domaines, et notamment dans le militaire), mais aussi un boycott et un processus de désinvestissement, serait un pas significatif dans le choix de la force. Faudrait-il aller plus loin ? La question est posée car le comportement israélien constitue un véritable défi à la sécurité internationale, à l’ordre international et aux valeurs censées fonder cet ordre. C’est un défi de très grande portée éthique et politique. Un défi à la conscience mondiale, dit le Secrétaire général de l’ONU.

Alors, posons-nous la question : pourquoi Netanyahou déciderait-il d’arrêter la mise en œuvre de son offensive politico-militaire de dévastation criminelle organisée en Palestine, si aucune puissance, en particulier celles du monde occidental, ne réagit à la hauteur, et laisse faire le pire en faisant le choix d’un soutien honteux ? La question des initiatives et des moyens nécessaires pour arrêter cette infinie descente aux enfers est donc bien posée. Il faut y répondre. Maintenant. Pourtant, ni la France ni l’Union européenne n’ont l’air de vouloir relever ce défi existentiel pour leur crédibilité.

On Israel’s strategy… and where it may lead.

Here is the full text adopted by the Knesset, the Israeli Parliament, on July 23, 2025 :

« Judea, Samaria, and the Jordan Valley are an integral part of Eretz Israel, the historical, cultural, and spiritual homeland of the Jewish people. Hundreds and thousands of years before the establishment of the State, the ancestors and prophets of the nation lived and acted in these regions, where the foundations of Jewish culture and faith were laid. Cities such as Hebron, Shechem, Shiloh, and Beit El are not only historical sites, they are a living expression of the continuity of Jewish existence in this land.

« Sovereignty in Eretz Israel is an inseparable part of the fulfillment of Zionism and the national vision of the Jewish people who have returned to their homeland. The massacre on Shemini Atzeret, October 7, 2023, proved that the creation of a Palestinian state poses an existential danger to Israel, its citizens, and the entire region.

« The Knesset, in its resolution of July 18, 2024, decided that it opposes the establishment of a Palestinian state west of the Jordan River, and that the establishment of such a state would constitute an existential danger to the State of Israel and its citizens, perpetuate the Israeli-Palestinian conflict, and destabilize the region. In making [this declaration], the Knesset removed the idea of a Palestinian state from the agenda.

« The Knesset believes that the State of Israel has a natural, historical and legal right to all the territories of Eretz Israel, the historic homeland of the Jewish people. The Knesset calls on the Israeli government to take steps as soon as possible to apply sovereignty—Israeli law, jurisdiction, and administration—to all areas of Jewish settlement, in all their forms, in Judea, Samaria, and the Jordan Valley.

This measure will strengthen the State of Israel and its security, and prevent any challenge to the fundamental right of the Jewish people to peace and security in their homeland. On behalf of the Hebrew nation sitting in Zion, we call upon our friends around the world to join us in returning to Zion and to the vision of the prophets, and to support the State of Israel in its natural, historical, and legal right to Eretz Israel and to the application of its sovereignty. » (1)

This declaration calling for “the application of sovereignty over Judea, Samaria, and the Jordan Valley” was adopted by a very large majority of the right and far right (71 in favor and 13 against). The parties considered to be in opposition (Yesh Adid and Blue and White, described as centrist parties) did not participate in the vote. The left (Ra’am and Hadash, including the PCI) voted against. Hadash MP Ofer Cassif said: « The genocidal government has put a motion on the agenda: the annexation of the West Bank. My response is an end to the occupation, an end to the bloodshed, and recognition of Palestine! » It should be noted that this MP, speaking in a plenary session of Parliament, strongly and pertinently accused Benjamin Netanyahu’s government of genocide…

This text adopted by the Knesset is not supposed to have any legislative or “operational” (politically concrete) consequences, as it is a declaration or motion that cannot in any way change the legal status of the occupied Palestinian territory. However, its importance cannot be underestimated, especially as it follows another text with a similar aim, adopted in July 2024, which “firmly” rejected the creation of a Palestinian state between the Jordan River and the Mediterranean Sea, including within the framework of a possible peace agreement. Of course, Israel’s determination to reject and prevent the creation of a Palestinian state is nothing new. It has been accompanied by decades of colonization and military occupation, disregard for international law and UN resolutions, and the thwarting of all attempts at a negotiated solution. However, it is clear that the Netanyahu government has seized what some refer to as a “window of opportunity” to impose, as if it were now a political reality, the parameters for the annexation of the West Bank, the (re)colonization of Gaza, and the expulsion of Palestinians from Gaza in a carefully planned ethnic cleansing operation carried out under military pressure rarely seen before. All this is taking place in a context of completely uninhibited armed violence and criminal acts by settlers in the West Bank, under the benevolent gaze of Israeli soldiers… Israeli violence has reached such a level of intensity that the International Court of Justice (ICJ) has warned of the plausibility of genocide. Meanwhile, the International Criminal Court (ICC) has issued arrest warrants against Benjamin Netanyahu in particular for war crimes and crimes against humanity. There are no charges more serious than these in international law.

The massacre of October 7, 2023, perpetrated by Hamas, in its extreme magnitude (nearly 1,200 people murdered, the majority of them civilians, making it a terrorist massacre), was used in a specific way by the Israeli authorities. In the aftermath of October 7, they announced… what was to follow: several of the highest-ranking state officials affirmed Israel’s determination to “change reality” (2)… This seemingly innocuous phrase had a particular meaning. It was not (only) a question of hunting down Hamas and its leaders, but of seizing the context of October 7 to strategically overturn the entire situation, transform the treatment of the Palestinians and the “settlement” of the Palestinian question by the most brutal force, and change the regional balance of power, which, for the most part, has been achieved militarily. We will not return to this last aspect, which deserves a full explanation.

Netanyahu has often been criticized for not having a policy for a “way out of the crisis.” But the Israeli prime minister’s strategy is precisely not to seek a political solution. The objective is not to find a “solution.” It is, precisely, to impose the end of such a prospect, the end of law, the death of the idea of Palestinian sovereignty, the physical and political crushing of the Palestinian nation in order to conquer all the land of Palestine by force, through ethnic cleansing and in a genocidal process that is now clearly identifiable. And all the more identifiable because famine is intentionally used as a weapon of mass destruction against the Palestinians. All this is clearly stated in this Knesset declaration of July 23, 2025. It has been reiterated by experts and special rapporteurs of the United Nations. Not only by the remarkable Francesca Albanese, the UN Special Rapporteur on human rights in Palestine.

Netanyahu himself has explicitly stated this on several occasions. On the so-called Memorial Day for Fallen Soldiers (April 29, 2025), he openly stated that “the forced expulsion of Palestinians from Gaza is inevitable.” During the same period, he told the Knesset Foreign Affairs Committee that Israeli forces were “destroying more and more houses” and that “the only inevitable outcome will be the desire of Gazans to emigrate from the Gaza Strip” (3).

Naturally, the Knesset’s statement is completely contrary to international law and United Nations resolutions, particularly the most historically relevant ones: 242 (1967), 338 (1973), but also 2334 (2016)… Israel is imposing its strategy by force against the Palestinians and against everything that has been built through the law to affirm the legitimacy of the national aspirations and rights of the Palestinian people. This Knesset statement is therefore not only a dangerous escalation (yet another) for the Palestinians and for the Middle East. It is the imposition of a fait accompli: the theft of Palestinian land by military force and the massacre of Palestinians: nearly 60,000 dead, mostly civilians, women and children… murdered by this army described as “the most moral in the world,” according to that old, totally mythical and stupid phrase.

Israeli hubris has reached new heights of criminality and ignominy. Never in recent history has such a degree of savagery been reached. What is unfolding before our eyes is an unprecedented and historic chapter of inhumanity. Unprecedented and historic, as is the dishonorable resignation of the major powers and countries of the Western world: the United States, France, Germany… and the European Union with them. It is therefore worth naming the six European countries that have chosen to denounce Israeli policy and recognize the State of Palestine: Spain, Ireland, Iceland, Luxembourg (4), Norway, and Slovenia. Out of the 50 countries in Europe, including 27 in the European Union, this is not many… but it nevertheless signals a weakening of blind support for Israel. This is confirmed by the organization, particularly in Europe, of numerous popular demonstrations that reflect public opinion, which has been shaken and politically mobilized by so many crimes, so much cynicism, and so much irresponsibility.

Admittedly, France is preparing to recognize the Palestinian state. President Macron has officially announced this. It is difficult to see how he could, once again, postpone or abandon this move, given that emotion and indignation are also reaching fever pitch in the face of the moral and political unacceptability of the situation. This recognition is a useful thing. It may carry some political weight, particularly in Europe. But it will fall far short of what is needed. What prevails, in fact, is an Israeli strategy implemented with total impunity, without limits on force and violence, and without respect for even the most basic ethics. Israeli leaders currently face no opposition strong enough to stop them. Nothing seems to be able to stop Israel in this deliberate and planned tragedy, except the exhausted but determined resilience of the Palestinian people.

However, the Knesset motion reveals a more contradictory reality. It has provoked a very strong reaction from 10 countries in the Arab world and Africa, including the Arab League (22 states) and the Organization of Islamic Cooperation (OIC). It should be noted that the OIC represents about half of the African continent, the entire Middle East, and Central Asia. These countries and organizations have issued a strong statement of condemnation and reaffirmed their commitment to the two-state solution based on international legitimacy and the Arab Peace Initiative. What this strong reaction shows is a commitment on the part of Egypt, Jordan, the United Arab Emirates, and Bahrain. That is to say, the commitment of four states that have diplomatic relations with Tel Aviv, including two signatories of the so-called Abraham Accords with Israel. Benjamin Netanyahu should therefore think twice before going any further if he remains committed to his hitherto explicit desire to establish peaceful, even institutionalized and diplomatic relations with the Arab world and beyond. Among the countries that signed the statement of condemnation, it is worth noting the Republic of Indonesia (the largest Muslim country by population, with 285 million inhabitants) and Nigeria (the most populous country in Africa, with 216 million inhabitants). This is no small matter. Finally, let us note the signature of Turkey, whose reaction, in tone, could be considered a thinly veiled threat. The world today is therefore a little more complicated than it appears at first glance. Even for Israel.

The fact remains that violence can never be escalated with impunity, without considering the possible consequences. One wonders how far the criminal irresponsibility of the Netanyahu government will take Israel.

Similarly, force can never be used with impunity, without considering the possible effects and the dead ends it may lead to. Moreover, the question of a response based precisely on the use of force is now clearly on the table. The need to impose general sanctions on Israel (i.e., in all areas, including the military) would be a significant step toward the use of force. Should we go further? The question is being asked because Israel’s behavior constitutes a real challenge to international security, to the international order, and to the values that are supposed to underpin that order. It is a challenge of great ethical and political significance. A challenge to the global conscience, says the UN Secretary-General.

Let us ask ourselves: why would Netanyahu decide to halt the implementation of his criminal political and military offensive of organized devastation in Palestine if no power, particularly those of the Western world, reacts appropriately and allows the worst to happen by choosing to give shameful support? The question of the initiatives and means necessary to stop this endless descent into hell is therefore clearly raised. It must be answered. Now. Yet neither France nor the European Union seems willing to take up this existential challenge to their credibility.
